Dragon Ball Super has plenty of absurdly strong fighters, ranging from gods to unbeatable warriors from other universes, but the title of strongest must go to Whis, Lord Beerus' "attendant". However, despite being even more powerful than a God of Destruction, Whis will never get a chance to fight side-by-side with Goku, and it's all due to a divine restriction placed upon his kind, a part of their very nature.

Whis is an "Angel", a creature tasked with the duty of guiding the Gods of Destruction and teaching them to master their fearsome power. Whis has proven himself to be extremely powerful, both via Goku and Vegeta's training sessions and on the rare occasion that someone has chosen to attack him directly. While Whis's abilities stand out even among the other Angels, an incredible aptitude for martial arts and chi control does seem to be something that all of them possess. They are always in the Perfected Ultra Instinct state that Goku is struggling so much to master, and have a range of mystical powers too, including healing and teleportation. However, despite their name, the Angels of Dragon Ball Super aren't forces for good, but rather perfectly neutral towards the conflicts of mortals, not siding with good or evil, as their interference can pose a problem.

In Dragon Ball Super Chapter #60, Whis has a discussion with another Angel, Merus, who had joined the Galactic Patrol and taken on the responsibility of teaching Goku in secret. As Goku battles against the planet-devouring Moro, Merus wants to intervene, but Whis reminds him that Angels are meant to be neutral parties and that even the destruction of planets is part of the natural order of the universe. While Moro is unambiguously a bad guy, it's not for the Angels to be the arbiters of who is good or evil. The penalty for those Angels who try to do so is to be erased from reality by Zeno, the King of All and supreme ruler of the Multiverse, whom all the Angels serve, to the point where it's as if they never existed at all. Merus still intervenes, and sure enough, he is erased just as predicted.

Merus was actually lucky, as he was reincarnated as a mortal before he could be erased entirely, but there's no guarantee that such an exception would be made for Whis, should he choose to interfere in a fight. In fact, it's actually implied that while Merus is young and foolish, Whis is old enough to know better, and likely wouldn't see the same sort of leniency from the High Priest Angel. No matter how much Whis might want to join in, to do so would mean signing his own death warrant; thus, all he can do is offer Goku and Vegeta (and now Broly) the training that they need in order to solve these problems on their own.

Of course, these rules don't apply to Lord Beerus himself; should he wish to get involved, he has that option, although if he is found to be going against his duty as a Destroyer God, he could face the same fate at the hands of Zeno. It's probably for the best that Angels like Whis aren't allowed to get involved in mortal fights, and even if he could, Goku and Vegeta would likely be unhappy to have fallen in such a situation where his interference was necessary. Whis's power could potentially break the story, after all, so it's probably for the best that Dragon Ball Super won't let him get involved.
